an error occurred while processing this directive

in one of my html page i am including php file with 

<!--#include file="/ssi/rssfeedh.php" -->

it was working fine with apache 2 but not working with apache 2.2 

but this is working fine

<!--#include virtual="/ssi/bottom.htm" -->
